I have a PC at home running XP pro, set up with 4 logins.
I purchased a new USB printer (Lexmark Z45, if it matters)
and installed it while logged in as admin. So now when I
am logged in, I can print woth no problem. But when the
kids are logged in, they can not print. The printer is
visible, and it "thinks" it is printing. We can see the
print job go into the print queue, but there is no
response from the printer. When I review the properties,
as seen within different logins, everything looks
identical. Still, the kids can not print any document, nor
does the "test page" print, from the properties dialog.
I must have something configured wrong, but do not see
anything obvious.

Your Restricted users cannot get access to Spooler directory.
1. login as admin
2. Set Full Control permissions for Everyone group (or for Local Service group) at WINXP\System32\Spool directory
